Evaluation and application of assessment and outcome measure scale in residential facility

Abstract
Objective: The purpose of this study was to develop assessment and outcome measure scale for improving quality of residential service in Seoul city. It was expected for us to have standardized scale to measure effectiveness of residential services, and furthermore, to help proving the effectiveness and the feasibility of the residential facility.

Methods: Preliminary survey was performed to identify the scales currently being used for assessment and outcome measure in residential facility as well as overall service providing situation. Main survey was conducted to the managers of the residential facility to evaluate the adequacy of the assessment and outcome measure scales.

Results: We defined three domains that is clinical, functional and social role. All of the residential facilities were using scales for measuring funtional changes, and the number of scales varied from 1 to 13. The degree of reflection of measurement scales was minimum 5.4 to 8.5 of 11 point scale. We conceptualized the scales for consumers and family members, and finally we choose 6 scales for consumers and 1 scale for family member through validity evaluation of the scales.

Conclusion: The study has the meaning of defining standardized measurement scales for the assessment of effectiveness and outcomes of residential services. This allows us to establish a framework to measure comparative analysis and evaluation of service performance.
